An additional two individuals are now in custody related to a theft at Heathrow Airport in which 21 people sustained injuries by a substance believed to be an irritant spray, according to law enforcement.

A 24-year-old man, was taken into custody in Lambeth for suspected theft and assault and a woman, 23 was detained for suspected conspiracy to commit robbery. They both remain in custody, authorities confirmed.

The arrests follow an investigation into an assault at the multi-level parking garage at Terminal 3 on Sunday. Before the attack, a pair of female travelers were robbed of their luggage upon exiting a car park lift.

A toddler aged three was among the those hurt during the incident. Five people went to hospital for medical care and have since been discharged.

Officers detained a 31-year-old man on suspicion of robbery and assault near the scene. He has since been released pending further inquiries while inquiries continue.

Authorities were alerted at about 08:10 GMT following reports of a number of people injured by an irritating chemical believed to be an irritant spray.

The attack - an event that police said was isolated and not being treated as terrorism - caused train delays and the temporary shutdown of the main airport tunnel and the T3 car park briefly.
